"This is because the problems of democratizing former non-democracies are especially acute in societies where destruction of the political regime – whether from outside or from within the society – creates a requirement to radically restructure the entire machinery of state – perhaps to create a brand new sovereign entity or more than one such entity – plus a requirement to create or re-establish some sense of national unity – that is to say to engage in nation-building.
